যে দুই শর্তে সকল কারখানা খোলার অনুমতি দিল সরকার !!
শর্ত সাপেক্ষে সকল কলকারখানা খোলার অনুমতি দিল সরকার। শ্রমিকদের নিরাপত্তা এবং স্বাস্থ্যসেবা নিশ্চিত করে ঔষধ, উৎপাদন ও রপ্তানিমুখী শিল্পসহ সকল কারাখানা খোলা রাখা যাবে।আজ বৃহস্পতিবার দুপুরে জনপ্রশাসন মন্ত্রণালয়ের বিধি-৪ শাখা থেকে জারি করা প্রজ্ঞাপনের ২ (ঙ) নং শর্তে বলা হয়েছে, ‘ঔষধশিল্প, উৎপাদন ও রপ্তানিমুখী শিল্পসহ সকল কলকারখানা কর্তৃপক্ষ শ্রমিকদের নিরাপত্তা এবং স্বাস্থ্য সেবা নিশ্চিত করে চালু রাখতে পারবে।’ তবে কবে থেকে কলকারখানা খোলা রাখা যাবে সে বিষয়ে প্রজ্ঞাপনে কিছু বলা হয়নি।
এ বিষয়ে মন্তব্য জানতে চাইলে জনপ্রশাসন সচিব শেখ ইউসুফ হারুন বৃহস্পতিবার বেলা সোয়া তিনটার দিকে কালের কণ্ঠ’কে বলেন, ‘হ্যাঁ, সরকার শর্ত সাপেক্ষে সকল কলকারখানা খোলার সুযোগ দিয়েছে।’ এ বিষয়ে পুনরায় জিজ্ঞেস করা হলে তিনি বলেন,’ আপনি যা বুঝেছেন, আমিও তাই বুঝতে পেরেছি।’ অর্থ্যাৎ শ্রমিকদের নিরাপত্তা ও স্বাস্থ্যসেবা নিশ্চিত করে সকল কলকারখানা খোলা রাখতে পারবে।
এছাড়া প্রজ্ঞাপনে বলা হয়েছে, দেশব্যাপী সাধারণ ছুটি থাকাকালীন কোনো শিক্ষা প্রতিষ্ঠান খোলা যাবে না। এ সময় সীমিত আকারে ১৮টি মন্ত্রণালয় খোলা রাখার সিদ্ধান্ত নিয়েছে সরকার। এসব সিদ্ধান্তের বিষয়ে পৃথক দুইটি প্রজ্ঞাপন জারি করেছে জনপ্রশাসন মন্ত্রণালয়। উভয় প্রজ্ঞাপনে একটিতে ছুটি বাড়ানোর সঙ্গে নতুন কিছু শর্ত যোগ করা হয়েছে। অন্যটিতে সীমিত আকারে যে ১৮ টি মন্ত্রণালয় খোলা থাকবে সে বিষয়ে নির্দেশনা দেওয়া হয়েছে। সেইসঙ্গে জরুরী কার্যক্রমের সঙ্গে যুক্ত অন্যান্য অফিস ও পরিবহণও ছুটির আওতামুক্ত থাকবে।

Condition No. 2 (e) of the circular issued by the Rule-4 branch of the Ministry of Public Administration on Thursday afternoon states, “All factory authorities, including pharmaceutical, manufacturing and export-oriented industries, will be able to ensure the safety and health care of workers.” The notification did not say anything.
Asked to comment on the matter, Public Administration Secretary Sheikh Yusuf Harun told Kaler Kantha around 3:15 pm on Thursday, “Yes, the government has given the opportunity to open all the factories subject to conditions.” When asked about it again, he said, “I understand what you have understood.” This means that all factories can be kept open by ensuring the safety and health care of the workers.
Besides, it has been said in the notification that no educational institution can be opened during the general holiday in the country. The government has decided to keep a limited number of 18 ministries open. The Ministry of Public Administration has issued two separate notifications regarding these decisions. In both the notifications, some new conditions have been added with the extension of leave. The other has instructions on the 18 ministries that will remain open on a limited scale. In addition, other offices and transport associated with emergency activities will also be exempt from the holiday.
The circular issued in the first phase on Thursday afternoon said that the holidays will continue from April 26 to April 30 and from May 3 to May 5 in continuation of the weekly holidays and general holidays. This holiday will be accompanied by weekly holidays on 1st and 2nd May. However, emergency services during the holidays, such as electricity, water, gas and other fuels, fire services, port activities (land ports, river ports and seaports), cleaning activities, telephone and internet, postal services and vehicles engaged in related services; Vehicles (trucks, lorries, cargo vessels, etc.) engaged in transporting all types of goods by road and sea will operate. In addition, the leave will not apply to agricultural products, fertilizers, pesticides, food industry products, state-owned goods, raw markets, food, drug stores, hospitals and emergency services and all related staff.
At the same time, doctors and staff engaged in medical services and vehicles and staff carrying medical equipments including medicines, staff engaged in media (electronic and print media) will be excluded from this holiday. Considering the situation, the fields related to industry, factory, agriculture and production and supply system and public transport will be opened in phases. It has been mentioned in the circular that Bangladesh Bank will give necessary instructions from time to time regarding the introduction of banking system.
A second circular issued by the Ministry of Public Administration on Thursday said that a limited number of 18 ministries and departments would remain open. These include the Ministry of Public Administration, Department of Health Services, Department of Health Education and Family Welfare, Department of Public Safety, Ministry of Disaster Management and Relief, Ministry of Shipping, Ministry of Social Welfare, Ministry of Women and Children Affairs and Ministry of Fisheries and Livestock.
